I have absolutely no problem with Florida, so understand that first. This is not the Federal government's responsibility. Rubio's problem is that he actually thinks the federal government can solve problems. Everything the federal government touches turns to poo. I have much more confidence in the people of Florida to solve Florida's problems. (emphasis on people, not the state government)
