NEWS FROM WASHINGTON: The Hitch in the Lane Expedition; The Welfare of the National Prisoners at the South (2/2/1862)

WASHINGTON, Saturday, Feb. 1.

A letter has been received in Washington, from Gov. JIM LANE, expressing a determination to return to Washington, and declaring that the expedition from Kansas southward was impossible on the plan published by Gen. HUNTER. On the other hand, a Member of Congress, enjoying Gen. LANE'S confidence, has written to him not to take any such step, but to go ahead, and all would work out right.

HAMILTON FISH and Bishop AMES are still in Washington, in consultation with the Government and Mr. ELY in reference to their mission to Richmond. The Commissioners will announce to the rebel Government that President LINCOLN has placed their captured privateersmen on the footing of prisoners of war, and that their confinement will be changed from a dungeon to a military prison. This will at once release Col. CORCORAN and his associate officers from their present rigorous confinement, as hostages, whose lives were to answer for the lives of the privateersmen, if the latter had been hung as pirates. Messrs. FISH and AMES will, doubtless, be authorized to negotiate for a general exchange of prisoners, and in this view their mission will be hailed with pleasure by both belligerents.

A Committee of Representatives called on the Secretary of War, to-day, in behalf of a large number of the House, to urge upon that officer the propriety of adding Hon. ALFRED ELY to the Commission, charged with the duty of going South to promote the comfort of the Union soldiers now prisoners of war there. Hon. SCHUYLER COLFAX, their spokesman, urged the propriety of the proposed addition to the Commission, but Secretary Stanton satisfied him, and those with him, of the impropriety of including upon the Commission any gentleman who forms a portion of either branch of the Government,
