NEWS FROM WASHINGTON: Report of the Senate Naval Committee on the Morgan Contracts; The Welfare of the National Prisoners (1/28/1862)

WASHINGTON, Monday, Jan. 27.

Senator HALE, From the Committee on Naval Affairs, this morning made a unanimous report reflecting very severely upon the Secretary of the Navy for his conduct in the employment of M. MORGAN in purchasing vessels for the Government. The Committee do not think the answer of the Secretary, or the explanation of Mr. MORGAN, at all satisfactory. The report is voluminous, and closes with the following resolution:

Resolved, That the employment of an agent to make purchases for the Government, with a compensation dependent upon the extent and costliness of his purchases, is unwise, inexpedient, unjust, and ought not to be tolerated by any branch of the Government.

Senator HALE intends to call up the report to-morrow, when he will explain the action of the Committee. The matter or propriety of calling upon Mr. MORGAN to disgorge at least one hundred thousand dollars of the amount he received was discussed in the Committee, but no final action was had.

THE DEMAND NOTE BILL.

The Treasury Demand Note bill comes up for consideration in the House to-morrow. Mr. SPAULDING will enforce the views of the Committee, and present estimates of the expenditures of the Government said to be largely in excess of Mr. CHASE's. It is understood that the Attorney-General has given a written opinion in favor of the constitutionality of the bill.

COMMISSIONERS TO THE REBEL STATES

Secretary STANTON, to-day announced the appointment of Bishop AMES of the Methodist Episcopal Church, and Hon. HAMILTON FISH, of New-York, as commissioners to the rebel States to look after the welfare of our prisoners. The appointment is not liked. Mr. ELY should by all means have been named. He knows nearly all the prisoners; can sympathize with a prisoner's wants, and would best understand how to succor them.
