Most of the time there is a defined number...dead, injured, hospitalized as examples.
Situations as this, there are known exact numbers.
The driver, shipper, receiver and the manifest know the exact number.
But if the monkeys were from China and twelve (1 dozen for reporting) are missing, that would be a problem...
