NEWS FROM WASHINGTON: Mr. Cameron Confirmed as Minister to Russia; The Rebel Batteries Down the Potomac (1/18/1862)

WASHINGTON, Friday, Jan. 17.

After a warm and protracted debate in Executive Session this afternoon, the Senate confirmed the nomination of Mr. CAMERON, as Minister to Russia by a vote of 28 to 14. No other nominations were voted on. Several new ones were received for Commissaries and referred.

The following was the vote on the nomination of Mr. CAMERON:

AYES -- Messrs. Anthony, Browning, Carlisle, Chandler, Collamer, Cowan, Dixon, Doolittle, Fessenden, Foote, Harlan, Harris, Howe, King, Lane of Indiana, Lane of Kansas, Latham, Merrill, Pomeroy, Saulsbury, Sherman, Simmons, Sumner, Ten Eyck, Thompson, Wade, Wilson, Wilmot -- 28.

NAYS -- Messrs. Bright, Clark, Foster, Grimes, Hale, A. Johnson, Kennedy, McDougal, Nesmith, Pearce, Powell, Rice, Trumbull, Wilkinson -- 14.

ABSENT -- Bayard, W. Johnson, Willey -- 3.

It is now said that Secretary STANTON will take possession of the War Department next Monday.

THE PLAN OF GOVERNMENT FINANCES.

The Ways and Means Committee of the House had under consideration to-day the plan of Government finances agreed on between Secretary CHASE and the Bankers. They almost unanimously oppose it, on thd ground that it does not meet the exigencies of the Government. The income tax, imposed at the extra session of Congress, taxing all salaries and incomes exceeding $800 per annum in amount, is strongly opposed as unequal, and a combination is making to test its constitutionality by appealing to the Court of last resort. It is held that the income tax is only a form of direct tax, the manner of imposing which is defined by the Constitution.

The appointment by Gov. GAMBLE, of Missouri, of ROBERT WILSON, to be United States Senator in place of TRUSTEN POLK, expelled, excites great surprise in Washington. WILSON has been prominent in Missouri politics, and was President of the late State Convention.
