No, I believe they are different, though related.
Ottawa is a ‘black hole’, which sucks vast quantities of wealth out of the economy, and any common sense from almost anyone who is elected and serves there. Washington, District of Corruption, is similar.
Dark matter is what seems to infect the brains of the vast majority of those who work in these cities.

Ottawa is a convent/monastery compared to the District of Criminals. At least the Creatures of Ottawa tell you up front they are taking your money. The Swamp Creatures of DC tell you they are taking someone else's........................
