For years now, the educational establishment and the Democrat Party have colluded to damage pride of accomplishment within the black community. Now that the Democrat Party is essentially a Marxist outlet, the drive for weakening American children's education is on full display. In fact, "dumbing down education [is the] key to dismantling America." It is the communists' dream to destroy the American dream.
As the debate over Critical Race Theory has emerged, Richard L. Cravatts, Ph.D., explains "the insidious nature of this radical new ideology now being taught to American schoolchildren and the myriad ways in which public school students are being groomed to carry out the agendas of the Left." It is also ultimately the pathway to pit white people against black people.
Candace Owens clearly articulates what is happening.

Democrats deliberately broke up the black family in the 60’s and are now miseducating future generations of blacks to be uncompetitive in the job market. The Democrats of the Confederacy would be pleased.
The BLM / Defund the Police movement arguably got over 2000 black men killed in 2020, and a similar but probably greater number in 2021 once all the numbers are in. This is what Leftism gets you, yet black voters continue to cling to it.

This is where society collapses. Pass the downtodden through without properly teaching them skills, give them technical jobs, ignore their mistakes. Works great in engineering.
Many public schools aren’t only dumbing down “minority” students. They’re dumbing down all students.
We had the best opportunity probably forever to increase and appreciate homeschooling in 2020 and 2021. But what did conservatives do instead? They demanded the government schools be reopened so little Susie and Joe could continue their liberal indoctrination. I was just surprised and disappointed to be honest.
If one of your main targets is to reduce the "gap" between black and white students, which is easier: improving black scores, or crippling white scores to bring them do to black levels?
We also have the issue of recruiting exceptionally stupid (but politically reliable) teachers.
The SAT has also been eliminated for admission to the California UCs.
I suspect they’ll lose their high ratings soon.

The public education "lobby" uses the unfixable gap to demand more money to "fix" the gap every year. That has been the pattern for at least 50 years. The dumbing down of standards to "fix" the gap just lowered expectations, but didn't fix the gap.
My middle son is now 38 years old. He finished high school with a 4.33 GPA and scored "5" on all his AP exams. Along the way, I had to "correct" his papers at home because his teachers were incompetent. It was necessary to compensate for the poor school with supplemental instruction at home.
The movie "Stand and Deliver" was a good example of what can be accomplished with higher expectations and motivation. It's a bit of a fairy tale today with teachers hoping to finish a school day without needing transport to an ER after being assaulted by feral students. Misbehavior is allowed, condoned and attempts to quash it are punished.
