WASHINGTON, Tuesday, Dec. 31.
Gen. WILSON returned to-day, after a week's absence at home. He reported to Mr. SEWARD that while gone he heard but one individual express disapprobation of the Trent decision, and that was a boy twelve years old.
Arrangements have been made to pay all the troops up to the 1st of January. Orders for preliminary musters were issued several days ago.
The Commissioners for New-York to receive the allotments of soldiers are visiting the camps about Washington with great success. Company G, of the Anderson Zouaves, allotted over $600 to their families, much of which will be payable within a week. Other companies, composed of a different class, have allotted largely more. If this liberality of the soldiers is maintained, the destitute families in New-York City will soon be in receipt of a quarter of a million dollars monthly.
Col. SCHUYLER, who purchased arms in Europe for the Government, has reported at Washington. The entire purchase of arms abroad amounts to near three hundred thousand stand. The arms ought to be good, as the highest price was paid -- averaging, it is said, $16 a gun -- making about five millions of dollars' worth.
The suspension of specie payments the Banks will favor the adoption of Secretary CHASE's scheme of finance. It relieves Government of the odium of substituting a paper for a hard money circulation, all circulation being paper now. Government can give the country a good National currency in place of that of limited individual or local bank credit.
EMANCIPATING THE SLAVES OF REBELS
The Senate Judiciary Committee will soon report a scheme of emancipation of the slaves of rebels, in accordance with the recommendations of the President.
