Illegal pot took the much better legal pot strains and sells for under $15 a gram.

The goal was never to be a viable industry.

The first part of the con was the state selling dispensary licenses (a piece of paper) for thousands upon thousands in order to raise millions of dollars.

The second part of the con was that these dispensaries would never be able to compete with illegal dealers. Without probable cause for law enforcement to stop motorists and pedestrians chooming along in a cloud of smoke, users can buy cheaper illegal weed.
