My impression is that the information we get is not put into the sort of structure that allows people to get a full picture of what is happening, which is especially important when dealing with very large numbers (like X out of 100K). I am continually “translating” those numbers (X of 100K = .000X% if X<10 [if I have that right...]) and making little pictures to see how what is said works, but not everyone has the time or is willing to do that.
