WASHINGTON, Saturday, Dec. 7.
A caucus of the Republican members of Congress was called for to-night, in the Hall of Representatives. The purpose of the call was said to be to procure a "general consultation." But although the call was published in the Republican of yesterday and to-day, it did not seem to have attracted general attention, for on reaching the Hall I found but two persons present. After waiting half an hour, ten more came, and the Caucus organized and finished its session with only twelve members present, among whom were Mr. Speaker GROW, THAD. STEVENS, BINGHAM and ASHLEY, of Ohio; POTTER, of Wisconsin; MORRILL and FESHENDEN, of Maine. Gov. MORRILL was called to the chair, and Mr. BINGHAM appointed Secretary. Mr. POTTER explained the purpose of the Caucus. It was to compare opinions and arrive, if possible, at some conclusion as to the policy to be pursued by the Republican members on the "Anti-Slavery or Emancipation" bills that will come up in the House on Tuesday. The Republican Party had not resorted to caucuses for some years back, but now in the midst of the important and perplexing events that surround them, it was important that the Republicans should act with unanimity and effect. It appeared however, that from lack of notice, or some other cause, too few members had come together to justify any action. Mr. POTTER therefore moved that a committee of five be appointed, who shall remain a permanent committee during the present Congress, and be authorized to call caucuses of the Republican members, when such shall be needed, and that the committee be instructed to issue a call for a caucus on Monday evening next, at 7 o'clock, in the Representative Hall, to consider the matters intended to be considered at this meeting.
