If Jim Bob told this woman that Josh was entering some treatment facility, she probably thought the matter was all taken care of, and thus she saw no need to make any police report on her own.
And since her own daughter was not one of Josh’s victims, she didn’t feel a personal connection to any of this.

Josh was a minor at 15, as well. When I was 15, you couldn’t find hardly any other guys who didn’t CLAIM to be doing this with their girlfriends... or some other random hookups. I figured at least half were probably just boasting. Hell, even when I went to Oklahoma for a while when I was fourteen, I was teased about relentlessly for having turned down a 14-year-old girls’ advances.
