It’s the rule of thirds. One third is all it takes to have tyranny over the other two thirds. That is because of the middle third which goes along with the either one of the other third, or just stays quiet. One third can maintain control by intimidating the second third. We are the third third.

Except that in this case, the three sections are not 1/3, 1/3, 1/3. The reality is that it's more like 1/5, 3/5, 1/5.

20% are active tyrants
60% are sheep in the middle
20% are us

In other words, we're not outnumbered 2:1, we're outnumbered 4:1, and we need to strategize accordingly.

FWIW, I live in Ithaca NY, City of Evil, Liberal Capital of the US Northeast. Here it's more like 20:1. But I know it's not like that everywhere.
