MEMBERS OF CONGRESS ARRIVING.
The trains to-day were crowded with Members of Congress, and many have been unable to obtain accommodations, owing to the throng of visitors and soldiers in the city.
THE MESSAGE NOT TO BE ISSUED IN ADVANCE.
Numerous letters from editors have been received, asking that copies of the President's Message and the Reports of the heads of the Departments be forwarded in time to be published immediately on their being read before Congress. Owing to the necessity of keeping them back to the last moment for emendations which may be made necessary by events to transpire before the meeting of Congress, no such copies can be delivered. In the case of the message delivered at the extra session in July last, alterations were made two hours before the delivery of the message to Congress.
Instructions were sent to-day to the agents, to receive no more subscriptions on account of the first fifty million loan.
Drafts for the ninth ten per cent. of the second fifty million loan were drawn to-day.
IMPORTANT CAPTURE ON THE COAST OF MAINE.
Authentic information has been received here that a small, light-draft Canadian steamer has been seized off the coast of Maine by a United States revenue cutter. The steamer had on board about ten thousand Springfield muskets, clothing, boots, bank paper, caps and munitions of war. She was cleared from Canada, and the cargo was consigned to parties in the Southern States.
On Thursday HOWARD's brigade was ordered to march to Springfield Station, about three miles beyond our pickets. The New-York Sixty-firsts had reached the station, when orders were received to return by the cars immediately. The order was obeyed. The enemy fled hastily before the approach of our troops.
