WASHINGTON, Wednesday, Nov. 20.
No new aspect of the Slidell and Mason case is presented. Our Government has expressed no formal opinion on the subject, because there has been no occasion therefor. Any diplomatic correspondence on the subject must be initiated by the English Government, after the Captain of the Trent has reported his case. It is a mistaken view to suppose that England could, under any circumstances, demand the release of the prisoners, as the question involved is not the guilt of the parties, but the rightfulness of their capture. If SLIDELL and MASON were citizens of a foreign Power, their release might be demanded if their seizure were not in accordance with international law; but the English Government will not undertake to come between this Government and its own subjects, no matter how possession is obtained of the latter.
The grand review to-day was witnessed by, it is supposed, from twenty to thirty thousand spectators. As no passes were required it was free to everyone who could procure a conveyance, or who chose to walk, the distance being about eight miles by the route which they were obliged to take. The roads were guarded the entire distance, so that civilians without written permission could not diverge from the prescribed limits of travel. A number of carriages broke down, and several persons were seriously injured, besides other minor casualties.
GEN. MCCLELLAN, with his Staff, left his headquarters at half-past 9 this morning, escorted by Maj. BARKER's McClellan's Dragoons, who made their first appearance as a squadron, and also the Second and Fifth Regiments of the United States Cavalry.
The President and Cabinet, together with the foreign Ministers and ladies, likewise proceeded at an early hour to the review ground at Bailey's Cross Roads.
