In order to be a threat, wouldn’t he actually need a wood chipper in the front yard with him? I mean I’ve had people tell me they have a concealed wood chipper, but I’ve never had them pull one on me.....

Seems to me that just holding up a sign, without any woodchipper in evidence, is significantly less disruptive to the peace of the neighborhood than the neighbor blasting the N-word and monkey sounds with powerful speakers.
