Advocates say voter ID laws could disproportionately impact minorities.
As voters across Texas submitted voter registration applications on Monday, Oct. 4, ahead of the Nov. 2 statewide election, 82-year-old Elmira Hicks was left out.The Oakwood, Texas, native says she hasn't been able to renew her driver's license for more than a year because she has been unable to present the required birth certificate needed to verify her identity.
In the Lone Star State, election laws require voters to present a driver's license, passport, military identification card, citizenship certificate, state election identification certificate or a personal identification card to cast a ballot or register to vote.

I think this may be a problem with federal regulations and not the state. In Georgia when renewing a license you need a birth certificate or pass port so the drivers license is a verified federal document to board airplanes etc. There may be a work around.
Yeah, 'cause it takes a year to obtain a duplicate birth certificate. /s

There’s always a workaround. She had a driver’s license before but let it lapse, so obviously she had presented something to get the license in the first place and could do so again.

Total BS. My father was born in a sod house in 1909 in a unorganized county in South Dakota and was able to get a birth certificate and a passport.
Its expired, so what? Its still a valid form of ID unless she wants to drive.

I had to get my certificate from Minnesota in early 2020 and I was able to while living in California.
