WASHINGTON, Tuesday, Sept. 3.
Col. MCCUNN yesterday resigned the Colonelcy of the Thirty-seventh Regiment, and to-day the resignation was accepted by the General Commanding.
THE CABINET.
There was no Cabinet meeting to-day, although this was regular Cabinet day -- which indicates that everything is running smoothly.
RECRUITING.
From all parts of the country the Government has assurances that recruiting is going on with great briskness. The average number recruiting is about five thousand a day. The new recruits are generally men who, in addition to gratifying their patriotic instincts, are seeking the service as legitimate means of employment. The pay of thirteen dollars a month, with clothing and subsistence, is about as much as any laboring man or mechanic can earn the year round. The men who thus enlist for employment are generally apt to obey orders, and to do a soldier's duty with alacrity and without grumbling.
NO PASSES.
No passes were granted to anybody, to-day not even at the urgent request of heads of Departments.
SPECIAL CONSULS.
In reply to numerous inquiries it is proper again to state that Secretary SEWARD will not appoint special Consuls under the law, unless there is an absolute necessity for the presence of such an officer at a foreign port.
REVIEWS.
Gen. MCCLELLAN, to-day, reviewed the regiments of Col. BAKER and Col. COCHRANE.
Yesterday Gen. MCCLELLAN reviewed Gen. COUCH's Brigade, near this city.
VISIT TO THE NEW WORKS.
The President and Secretary SEWARD visited the new works erecting at the junction of Seventh and Fourteenth streets. The troops were drawn up in line, and warmly cheered their distinguished visitors.
A SKIRMISH OF PICKETS.
In a skirmish, to-day, between our pickets and those of the rebels, four men were killed belonging to Col. MCLEOD MURPHY's Regiment, and two of the Garibaldi Guards.

HEAD-QUARTERS, DIVISION OF THE POTOMAC, WASHINGTON, July 30.GENERAL ORDERS, No. 2. The General commanding the Division has, with much regret, observed that large numbers of officers and men stationed in the vicinity of Washington are in the habit of frequenting the streets and hotels of the city.
This practice is eminently prejudicial to good order and military discipline, and must at once be discontinued.
The time and services of all persons connected with this division should be devoted to their appropriate duties with their respective commands. It is therefore directed that hereafter no officer or soldier be allowed to absent himself from his camp and visit Washington, except for the performance of some public duty, or for the transaction of important private business, for which purposes written permits will be given by the commander of brigades. The permit will state the object of the visit.
"Booty call" will not be considered an acceptable object.
