No. Neither FDA or Moderna considers mRNA as gene therapy.

That's ok. I'm totally unimpressed with ABBA and I'm sure just about everyone who listens to heavy metal agrees with me but that didn't stop ABBA from selling millions of records. Then again, AC/DC has sold more records than ABBA and I doubt very many ABBA fans also like AC/DC. It's a big world made up of all types of listeners who are blissfully unaware that other types even exist.
Haven’t been following your discussion but I will chime in as a fan of both ABBA and AC/DC. Both are great examples of super catchy pop music IMO. Carry on...
