For a car, wouldn’t the best engine be the one with most horsepower per pound? I would think a tank engine would be low on the list.

A tank engine doesn’t strike me as the best option for a car. If you are talking about a speedster, then you want to add lightness.
A tank engine is build to move a monstrously heavy piece of military equipment across rough and difficult terrain. It needs to be robust and torquey with little consideration given to weight. The power to weight ratio has to be terrible.

Wrong. You are still horsepower limited on how much work can be done.
