WASHINGTON, Thursday, Aug. 29.

Reports from across the river state that all was quiet to-day along our lines. Our pickets were not disturbed.

Gen. SCOTT expressed the opinion to-day that the rebels must make an attack upon our lines, and that, too, at an early day.

Gen. MCCLELLAN is ready to receive them.

THOS. L. MCELRATH, of New-York, has been appointed a Lieutenant of the Marines.

A member of the Government to-day received a letter from a Union man in Kentucky, which gives some interesting views relative to the condition of the rebel troops at Manassas. The information comes from the Kentucky troops with the rebel Army, and may be taken as reliable.

There are large numbers of rebels in and about Manassas, scattered on the lines of roads leading to Richmond and towards Strausburgh. There has been much sickness among these men, owing to the wet weather and a deficiency in clothing and tent equipage.

They are short of everything except wheat, Hour and corn, of which they have an abundance.

The men were very restless, and there was no discipline. They were highly elated with their success at Bull Run, and so confident of their ability to "thrash the Abolitionists," that they imperatively demanded to be led "on to Washington." It is probably in obedience to this requirement that they are now being paraded along our lines and taking up positions within reach of our intrenched camps, although our military men think their movement in this direction is nothing but a feint.
