I’m having trouble picturing this. Don’t they have high railings in the upper decks at stadiums, which would create a barrier to someone falling? Did he climb a barrier ?

I was at a concert at the philly “spectrum”, forget the band. People were throwing quarter sticks in the air over the premium seating. I was never so glad to be in the cheap seats.
