WASHINGTON, Monday, Aug. 19.

There was much alarm manifested in Washington to-day, caused by the promulgation of the order from the War Department directing soldiers to be sent forward without waiting for the filling up of regiments, which was construed as indicating a want of troops at this point. That is not the cause of the order, which had its origin in a desire to avoid the delays and routine to which recruits have been subjected, and to save those forming companies the expense of subsisting their men while waiting to be organized into regiments. Military men will appreciate the forethought and justice of this order.

It has probably been settled that the Government will hereafter retain all prisoners of war pirates, and those arrested on charges of treason, until the conclusion of the contest. Then, they will be dealt with as they merit -- the ringleaders being made such examples of as will deter demagogues from again crying war upon the Government.

Col. G.H. THOMAS, United States Army, has been appointed a Brigadier-General of Volunteers. Gen. JAS. SHIELDS, now of California, has also been appointed a Brigadier-General, and SAML. A. WAINWRIGHT has been appointed a Captain in the Thirteenth Infantry United States Army.

A general Court Martial for the trial of regulars has been organized, and commenced its sessions to-day. Lieut.-Col. H. DAY is the President, and Lieut. J. MCMULLEN is Judge Advocate.

The members of the Masonic Fraternity of Alexandria have preferred a request to the rebel commanders for permission to remove the remains of Col. CAMERON, and present them to the widow of the deceased. It is probable the request will be complied with.

The Navy Department continues to be very busily engaged in the purchase of vessels for the blockading squadron.

Reading the first paragraph, “There was much alarm manifested in Washington to-day...”, it’s apparent that government spin and propagada was going on even as far back as the Civil War.
