My opinion, for what it’s worth, is that most people will go along and a smaller group (but still a majority) will demand strong measures against dissent.
I deal with COVID and the public every day, so the people I encounter may not be representative of the nation as a whole.
But this site, in my opinion, consistently overstates resistance to interventions to attenuate COVID, and I bet this will be no exception. In general, restrictions are very, very popular and most negativity coming from the public is of the “why are you not doing more” rather than, “I want you to do less”.

You seem to be saying most Americans want to have to show 'papers' to drive from one state to the next, they want the government tracking them and hope that includes purchases and attendance at sporting events, concerts and other venues.
All this time, the public has been wishing we could live more like the Chinese and crack down on 'dissent' from Communist Party Line. The Chinese 'get' to carry cell phones with their social credit scores and vaccine status on them, and they get to display that to travel too.
You're certain that Communist rule is finally sufficiently fashionable, and most people are pining for it?
