Joe is not on vacation in Delaware. Its where he goes for treatment for his dementia/strokes/alzheimers or whatever ails him. The White House is too public and doctors and specialists coming and going would quickly give the game away.
His home in Delaware is much more private.

For crying out loud, does any rational person think that Biden has to be in the room when decisions are made in the White House?
