American drivers could soon trade paying taxes on gas at the pump for owing the government annual 'per-mile user fees,' under a new pilot program recently passed by the Senate in Joe Biden's $1.2 trillion bipartisan infrastructure deal.
The bill passed a Senate vote on Tuesday and will go on to the House of Representatives.
The massive deal puts $125 million toward exploring the possibility of a federal vehicle miles traveled tax (VMT) by funding the launch of federal, state and local VMT pilot programs.
It gives Transport Secretary Pete Buttigieg the ability to award grants to local and regional entities 'to carry out pilot projects' of the VMT tax.
Both everyday drivers and commercial freight drivers from all 50 states, DC and Puerto Rico would have to be enrolled in the voluntary program, the bill text reads.
The DOT would calculate drivers' payments quarterly.
It also calls on the DOT secretary to carry out a public awareness campaign on per-mile use fees.
A 2019 report from the Congressional Budget Office (CBO) found that a federal VMT tax could reduce damage to US highways and lessen traffic congestion by encouraging trucking companies to 'change what kinds of trucks they used or where or when they drove.'
However, adding it to existing federal and state gas taxes rather than replacing them may lead to higher consumer prices for everyday families.
Buttigieg told CNN in March 'that's not part of the conversation about this infrastructure bill' when asked about a VMT tax by Jake Tapper.

It was never a secret to anyone except the EV people that thought they could avoid road tax that we pay through gasoline taxes. Now we can get a double dose until we switch to EV as well.

Most car insurance providers already require that you report milage on your odometer once a year. I suspect every care manufactured in the last twenty years already records in their onboard computers, more than you want to know about your car.

Do you have a smart electric meter on your house? Most electric companies now require them, I avoid it but pay a 50 dollar monthly fee for that privilege. I am sure that will only last for a little while longer and they will just change it then they can tell exactly how many miles would be on your electric car, maybe any car after they actually have two way communications function installed in your electric source.

This idea has been around for several years in Federal Transportation Planning. Back when it first reared it’s ugly head the main problem was trying to track vehicle mileage and then subtract out the out state driving for border cities.
Oregon has had a pilot program for a few years now.
The next big thing is do the give up the Fed and state gas taxes. But something tells me they will want to double dip.

How about we simply charge subway riders the true cost of their trip? I’m tired of my highway/gasoline tax monies going to SEPTA (Philly) while the bridges and highways I drive everyday crumble.

they’ll leave the tracking to the
insurance companies using the OBD
port on your vehicle. The insurance
companies have that technology in
place. Most vehicles built before
1996 do not have OBD.

My insurance company (State farm) doesn’t ask for the odometer reading.
