It appears that Bavaria was landlocked in 1861.
You probably remember they do have a nice lake, they call it the Bodensee, roughly 40 miles by 10 miles, so presumably they'd need a navy there to protect against potential Swiss military aggressions... ?
Then there's the Rhine River border with France, maybe they need gunboats on the Rhine to protect against the French?
