If so, he committed suicide in 1993.
There have been many lawn chair guys. Some have fared better than others as in not gone splat or hit high tension lines or floated out over the ocean never to be seen again. Apparently it is one of those Darwinian inspirations that happen. I guess it sorts out the real engineers from the rest. I love the guy that took a BB gun for altitude control. A real man of science.

Lawnchair Larry landed successfully, and was immediately arrested. He paid a fine of $1,500. He never managed to capitalize on the publicity of his stunt and committed suicide at age 44.
The guy I remembered had a pellet gun and 5 or 7 weather balloons. His chair was tied by a rope to the bumper of a car. He untied the rope and shot up higher than he thought he would go so he became too scared to shoot out any of the balloons. A passenger jet reported him to the LAX and a helicopter rescued him over the ocean.
