Check Raspberry as a platform. It can rrun Linux and .Net. Couple with some smart iot devices may me a minimum requirement. Then add features.
I don’t think you need anything special for that. The phone will log the GPS information. Apple got some bad press on account of it.

LOL. It’s not for me. Interestingly, I will get the GPS data but will not necessarily know the name of the company that is providing it. It’s being handled through an intermediary to protect the anonymity of the source data provider.
You don’t even need an app! Just make periodic FOIA requests for the data from the NSA.
I have found that on my Androids, I have to have a GPS app running on the phone else it will use cell towers for location. Unless I do that, tracking is rarely accurate and often the position shifts at what would have had to have been several hundred MPH.
I use mobiwia.com’s GPS Status app from Google Play and have it running.
They have discontinued some of their GPS units but they are offering very good discounts for existing Garmin users who buy new products. (They will sell the product as a "replacement" product; as part of this, they will no longer provide updates for your existing device.)
You can chat with a rep on the Garmin site; they might have an upgrade that would suffice.
OK, you are off the hook. Man I hate micromanagement. I used to do fleet management and fought against corporate micromanagement the whole time. If they are just trying to track mileage the odometers don’t work? lol
It is simple, you treat your drivers right and they will treat the company right in return.

Be careful about infringing on existing intellectual property as you re-invent the wheel. There are solutions out there for micromanaging truckers.

I take it that you are looking for a cheaper solution to undercut the expensive guys.
Life 360 is a free app. It works on most phones and will send alerts for harsh breaking, texting while driving, speed, route, pretty simple stuff.
If you pay an annual fee, you can place location markers On your destinations. The annual fee is for a “family”, not per device.
If you need more detailed information, you can buy any number of “gps fleet trackers”. These plug into the diagnostic port under the dash of the vehicle.
The info you get from these is astonishing. It is a poor man’s version of plugging into the diagnostic machine at an auto shop. Plus, the gps information is better than the free apps. Routes, Dispatch, etc.
These units are cost per unit. If you need enough of them, you can buy them wholesale and mark up the price. There are quite a few small companies offering these.
Does that app let me download the full data set for my own travels? That’s what I need here.
That would be a last resort. I don’t need a newer GPS unit. I need a way to download GPS data that is already being tracked through my phone.
The data I’m getting is probably coming from companies that collect it to track their drivers. I’m not interested in tracking individual vehicles. I’m building a tool that will compile data from many vehicles and let me measure different performance measures for the fillet in aggregate.
Gives real time to when we are driving, speed and speed limits noted by Street View, where we are at any time, when stopped, when parked, when vehicle is turned off, when making turns too fast, braking limits, acceleration limits, travel time between stops and idling when parked.
Since on a company phone, blocks phone use when the vehicle is moving. Prevents incoming and out going phone calls & text when vehicle is moving.

Do not know the third party's name through I have talked to their Geeks about a 911 call being blocked (hung up 3 times). The event was documented when my driving error of going from 70mph to Zero in seconds logged.
They denied that they blocked three 911 calls.
Thanks. Looks very interesting. I’m not looking to “undercut” anyone. This isn’t designed to track vehicles, but to aggregate data and measure performance for the fleet as a whole over long periods of time.
That’s all I need. I’ll be getting terabytes of data in the future that will tell me this for every trip made by a fleet of vehicle owners between these two points (or any other two points) in July 2021, in December 2018, etc.
I just to use MY data for now as I am building the tools to do this.
This can’t be difficult. I have the iPhone, it tracks my location continuously, and the data has to be available somewhere. My Garmin GPS lets me do it, and it’s at least 12 years old.
