She starts with a non-sequitor.

Her opening gambit is that immigration reform is about "keeping the others out" and she immediately follows this with "even though this country was founded on genocide". Which doesn't follow at all. She's connecting two talking points with no real link.

Kirk ignores her second "point" and refutes the idea that "we keep others out" by stating facts about how welcoming we are.

That was her skipping to a non sequitur. He was responding to the initial statement that immigration policy is about ‘keeping the other out’.
