The largest new revenue source and the most dramatic change would be establishing a tax of 8.1 cents a mile for each mile a vehicle is driven. That move — which wouldn’t begin until the third phase and would require legislative approval and a pilot period to test a collection method — is projected to generate $8.9 billion a year.
A fee of $1 for every package delivered by major companies like Amazon, FedEx and UPS, as well as local groceries and restaurants, could generate $785 million in the first phase and grow to $844.2 million by the third phase. No government is charging such a fee at this time, but New York City is considering a $3 per-package fee to fund the Metropolitan Transportation Authority, and Colorado is considering a 25-cent fee to help fund a $53 billion road program.
Transportation networks such as Uber and Lyft would be charged fees of $1.11 for each trip

With many states talking about mileage taxes, how do they account for miles driven outside the state? How can they possibly do that? Does anyone among the powers that be care about this aspect of things?
Democrats are very skilled at coming up with ways to tax.
Either they cut spending or risk “angry” citizenry——I have to admit, I’m beyond fed up with with paying high taxes, then asked to pay more taxes, then called a “Nazi, racist, bigot” because I’m tired of paying high taxes. Between property taxes, State income, FICA, SS, sales tax, fees, etc-—over 40% of my income is gone. What do I get for it? Called a racist and told I need to pay more-—screw that!
This is not aimed at you-—just a rant.
The PA state Senate & House are controlled by republicans.

Cancel them and their dependents health insurance and governor should deem them resigned and appoint replacements

Easy.
They team up with Allstate, Progressive or any other insurance company MANDATE that you have the little plugin device that monitors your driving or you can’t get vehicle insurance.
Some of these companies already have that device and app; they supposedly reduce your rates if you drive within their “acceptable” limits. I guarantee that device also collects mileage data and stores it.
Right now, they’re voluntary. Don’t think for a minute it wasn’t always planned ahead that they’d be mandatory one day...
If it moves, tax it.
Keep the gas tax and forget all this hidden crap
A shell game with taxes that’s all it is to take more out of your pocket and put more in theirs.
Whenever you see the words “to fund transportation needs” it means Philadelphia mass transit.
The rest of the state has to pay the bill for that damn geographic area of which 60% are on welfare.

Time to water the Liberty Tree and get rid of these political vermin.
Hard to see how the states get around the commerce clause with this “get all of your family, and friends, a state job” legislation.
The commission that recommended these taxes and fees was appointed by Governor Wolf, a democrat.
None of them have as yet been passed by, as you say, the GOP legislature.
