NYC infrastructure is not well maintained. Again, bad weather is the cause.
I grew up in southeastern Queens. After Hurricane Donna the streets were flooded because they used electric pumps for the storm drains (water was pumped into the ocean) and the electric lines were down. After Gloria they replaced the electric pumps with diesel. Just wait till they rely on solar and wind.
