Yep. It's not the cost, it's police unions fighting their use.
And when they do have to use them, they fight to be able to turn them on and off.
This way, they can "forget" to turn them on when convenient.
To be fair, those $30 Walmart dash cams are crappy and not terribly reliable in terms of duty use. They often don’t have the storage capacity to record an entire shift without looping and they’re subject to honest recording errors. (I’ve been using dashcams for years.) They’re better than nothing, but not by much.
That said, a good quality civilian dash cam is under $100. A full on police certified dash cam system is about $2K. Mandatory body cam use can be a good part substitute for the latter.
Not sure I'd trust something that cheap when it comes to insurance.
