WASHINGTON, Sunday, June 30.

The military element is being superseded to a large extent by the civil. Members of Congress are arriving in great numbers, and in their retinues bring a host of aspirants for positions in the House.

The contest for the Speakership is becoming animated. Divested of the attendant Clerkship, it seems probable that GROW would be the successful candidate for the Speaker's Chair; but that would rule out FORNEY for Clerk, and Mr. F. don't like that -- consequently, all the strength he can handle will be given to Col. BLAIR, or to Mr. COLFAX. Col. BLAIR arrived this morning with his family.

There is little doubt that the Senate will elect a new Clerk in place of DICKENS. The latter is notoriously incompetent, and as notoriously hostile to the present Government. His removal is a political and patriotic necessity.

BEAUREGARD AND HIS INTENTIONS.

The last time I heard from BEAUREGARD, he stated publicly to his troops that they should be in Alexandria last night. Gen. SCOTT "don't see it."

I am convinced that a forward movement will be made by our troops on the Virginia side in a very short time. I shall not be surprised, indeed, if the Fourth of July is celebrated by driving in the rebel pickets, and clearing out the country to and including Fairfax Court-house.

The troops and the country will be glad to know that the Government, through the intervention of the Sanitary Commission, has determined to attempt a reformation of the culinary department of the Army. Mr. J.M. SANDERSON, late on the New-York Hotel, has undertaken the charge of this important branch. He will make his first reform in the cooking establishment of the Onondaga Regiment. Mr. SANDERSON is to be chief of a bureau in the Commissaries' Department.
