WASHINGTON, Thursday, June 27.
THE COMPROMISE RUMORS.
I have traced the compromise story of the sen- sation reporters to its source. Confidential messengers really have brought communications from the Governor of Virginia to the Government here, and the Administration has really sent back confidential messengers to the capital of Virginia, to negotiate with the Governor of that State. So far the story is true; but it happens that it is Gov. PIERPONT, at Wheeling, and not Mr. JEFF. DAVIS nor Mr. JOHN LETCHER, at Richmond, with whom these communications have been held.
GEN. SCOTT NOT WAITING FOR CONGRESS.
The report contained in a recent dispatch from this city that Gen. SCOTT is delaying his movements till after the meeting of Congress, is without foundation. On the contrary, he is perfecting his plans, strengthening his posts, extending his lines, concentrating his troops, disciplining and training his soldiers and officers, and when ready will strike effectively and surely, whether Congress has convened or not. He is moving every day -- he moved in Baltimore to-day, to the consternation of traitors, and to the gratification of true men, by the arrest of the notorious and traitorous Marshal KANE, and by the appointment of a Provost-Marshal for that city. Other movements, equally sudden and of vastly more importance, may be expected at any moment. He does not however, deem it necessary to thwart his plans by advertising them in the newspapers.
Some of the soldiers, particularly of one of the Pennsylvania regiments, are actually begging in the streets. I saw to-day the mortifying spectacle of an American soldier, in the Capital of his own nation, asking a foreign Minister for a few pennies. This argues either a neglect of payment by the Government, or a lack of discipline on the part of their officers.
