I believe the residential schools were receiving support money from the government and everyone wanted their piece of the action. This is something I cannot source so it is my opinion...
Evil HAS to state/announce what they are going to do.
Why? Because God gave us ‘free will’. It is our choice. We choose either good or evil. This is an individual choice. We all know in our heart when we make that choice.
