No matter how you define it, a public school is always a government school. Some may be less indoctrinating than others, but in the Seattle area I can’t imagine any being non Marxist.
Homeschooling is affordable.
Herr Inslee has dictated CRT for all public school districts in WA starting next year.

I lived in the pnw from 3rd grade through
high school. Kitsap County.
Bremerton is a navy town so
the area was fairly conservative.
1974 , 9th grade, I was kicked out
of English class for asking teacher
what the ‘ telephone game’ had to do with
English.
Even at 14 I could see that game was an
atheist commie attack on the concept of truth.
Unless they intend on sending their kids
to a private school , there is not a snowballs
chance in hell their kids will not be brainwashed
against their conservative values.
Any school west of the cascades you may as well
be in wuhan.
Even east Washington is being
re educated.

Sadly, the answer is ‘no’.
Granted, there are some parents who ARE fighting back. I know a few down in the Lakewood area (south of Tacoma) who are backing people in the upcoming school board election who are against CRT and other whacked-out curricula.
But, the majority don’t care what mush is shoved into their kids minds.
Besides...the economic temp of the area sucks. You friends should really consider someplace else.
They are more than happy also to answer questions.

There are some excellent churches, however. Welcome to the front lines.

This state is worth saving. I moved here from Texas. Seattle populated by Southerners would be Heaven on Earth.

I have lived in greater Seattle area for most of my life. Depends on how close to downtown Seattle they have to be. If they need to be downtown then I am afraid public schools are run by hard leftists. In general going north and east is better. All depends on how far away they can be. Edmonds and Mulkiteo have very good public school districts. If they can live on the East side ( Bellevue, Kirkland, issaquah) are good but very expensive to live. Woodinville also East is a good choice, but further away. Further north gets a little more conservative with Snohomish and to some degree Marysville. Arlington is great school district but quite a ways away.
This is not an exclusive list, but gives you some specific recommendations from a local.
Also as stated above don’t rule out looking for some private Christian schools. There are some smaller ones that they might be able to afford.
Also, because of the public school problems, there has been a robust growth of home schooling co-ops that are solid and reliable, all over the greater Seattle area.

I send my kids to Northstar Academy (northstar-acedemy.org). It is an online / home school Christian based private school. It is very affordable to available all over the world. Maybe that is an option for them?
