WASHINGTON, Friday, June 21.
The Navy Department has completed its comparison of the bids offered for the construction of the new gun-boats. Upon an examination of the bids, it is ascertained that such a disparity exists as to render it impossible to give out the building of the entire number wanted at prices within the limits fixed by the Department. It has, therefore, been determined to fix upon a standard price, and to invite contractors to build them at that sum. It is presumed that all wanted by the Government will be put afloat for the price fixed upon. It is a little remarkable that the highest prices asked are by Maine shipwrights. The proposals for the engines and boilers are more evenly adjusted, the average of prices being within the range fixed by the Department. It is probable that satisfactory bids have been made for the sotting up of all the engines within the shortest space named in the requisitions of the Bureau of Construction.
Secretary SEWARD gives notice that hereafter no passports to leave the country, or to pass within the lines of the rebellion, signed by foreign Ministers or Consuls, will be good unless countersigned by the State Department. This notice is given to prevent the recurrence of such a circumstance as lately transpired at Boston, where a Prussian Consul, but an officer in the rebel army at Charleston, escaped from the country under the protection of a passport from Lord LYONS, notwithstanding he was known to be a bearer of dispatches from the rebels.
The Government bas authorized Ex-Congressman WRIGHT, of California, to raise a regiment of mounted men. They will be detailed for service in Arizona.
