Nothing new here.

The Professor had that gimmick that back in 1955.
Even tested it on Einstein, BEFORE human trials.

To answer the title, no, since the mind is not the same thing as the brain, the brain being the hardware by which the mind software is handled.

The mind is part of the soul and the soul exists in a hyper-dimensional coordinate system greater than the 4D realm of the brain. The spirit also is in a greater coordinate system than the physical fiddly self.

No.
Reading and analyzing the minute electrical currents present on the skull is NOT reading the mind. Although it is possible to capture, analyze and interpret the currents that lead to subvocalizing and actual speech production, that still is NOT reading the mind.
