I’m not sure this author knows much about American history. FDR was our most totalitarian president and and tried things Biden can only dream of.
Your assertion about FDR is right down the line of how I was going to respond to this article. I would have gone further to trace the advent of “soft socialism” to the turn of the Century and a bit before that time. If you want to find a clear demarcation line in history, I’d say the establishment of the Federal Reserve along with direct taxation in the 16th Amendment and direct election of Senators in the 17th Amendment. Each of these took us further away from the freedom gained in the 18th Century in the establishment of this Republic.

However, while FDR had Dexter White and most likely others together with a State Dept fairly well saturated with fellow-travelers (later including John Kerry's Yale, Harvard Law father), Biden has an admin shot through with out-of-the-closet leftists of all stripes.
Whether it is the bumbling, now patently inept Biden or giggling Harris, that experienced admin is aggressively working on devices to substantially improve the structural underpinnings of an anti-MAGA government.
It reminds one of the evolution of the 1920's government of the USSR. That was a rapid-moving exercise in pure evil, and what we see today is is throwing off the restraints and quickly picking up speed
