There is a chance that what is identified as a LENR could be something capable of tapping into the quantum vacuum of space. The quantum vacuum contains potentially an infinite amount of energy.
It’s not just theoretical. There is evidence of it thru things such as the observed Casimir Effect.
That has been speculated before concerning vacuum fluctuation energy. Rossi’s device has been speculated to operate to extract energy and output the energy gathered to a useful form. These devices reportedly suffer degradation over long periods of time (years?) Changes in materials do not appear to reflect a process which generates energy directly from the active components.

I give that zero chance of being the case, followed by ZERO chance (of course) of it ever being implemented.
