That has been speculated before concerning vacuum fluctuation energy. Rossi’s device has been speculated to operate to extract energy and output the energy gathered to a useful form. These devices reportedly suffer degradation over long periods of time (years?) Changes in materials do not appear to reflect a process which generates energy directly from the active components.

Rossi’s early device used the same principle as Dr. Randell Mills’d from the early 1990’s, i.e., Hydrogen and Nickel, iin what Mills described than as a CIHT cell. His new device would seem to mimic Mills later device as well, the inaptly named (IMHO) SunCell. A high-current pinch-discharge causes a Hydrogen + a donor molecule to result in —> a Hydrino plus an energy release.
