SPECIAL DISPATCH FROM WASHINGTON.

WASHINGTON, Tuesday, May 14.

The news of the arrest of ROSS WINANS, at Baltimore, is current in Washington. If arrested, he will be tried for treason by a Court Martial. Of his guilt there can be no doubt, and so a Court Martial would be obliged to find; but the Government, before ordering his trial by a Court Martial, will be compelled to decide his fate, for the propriety of that procedure must be considered as a question of political policy.

The programme of the military campaign is beginning to be developed. For the present, it is evident there will be no offensive or forward movement. If the Government were so disposed, it would hardly be able to advance troops any distance into the rebel country. The men need more practice in the school of the soldier, more discipline, more steadiness than they now have, before it will do to take the field in earnest.

But I think the policy of the Government is not to be a hand to hand contest, or a mere exhibition of brute power. I am confirmed in the opinion that the Administration will first try the slow but sure process of exhausting the rebels by the delays and privations which always destroys weak power. The superior wealth, power, and resources of the North mast certainly win this contest; and it with demand much more humane and effectual means to literally force the rebel Government to commit suicide -- to die of the disease they have already contracted.

But even this humane policy requires a large body of troops to carry it out -- probably even more than have already been called out. Large forces and efficient equipment are essentials to the peaceful campaign I have intimated.

Ross Winans has quite a Wikipedia entry. Apparently, he was an inventor and industrialist of some significance in his day, though I’ve never come across the name before. He was arrested but later released and not put on trial. Perhaps some of the arrests made in the Civil War era would count more as preventive or protective detention, rather than fully-fledged prosecutions.

Some of the snippets show just how agitated and overheated everyone was at the time: fears of poison in the soldiers’ sugar, concern about the crowd of dirty urchins, lounging loafers and idle lookers-on observing the military drills. You could probably find such fears and rumors in other papers of the day.

Accurate assessment of the war befoe it gets in gear. Many of the southern “elites” knew this too.
