What is in the Photo's is NOT a Pillar it looks like a beam. The TV channel in the video is describing it that 3 of 4 plates of steel are fracture and the 4th is 20% broken. I've never built a bridge, this one was built in 1947 from some reports, but I think this beam was drawn as a box beam in a factory rather than welding in a jig, as described by newsman.

It's a bridge on the interstate spanning the Mississippi. Maintenance would be the responsibility of the state and not the city.
