Under what jurisdiction is the Navy working under that allows them to board ships?

That’s what I was wondering. This reminds me of the English warships boarding US ships in 1812 and seizing US crewman.

I believe its arms embargo international agreements under the UN and probably a US law on sanctions against Iran. As much as we all despise the UN, it does provide some cover for US actions against bad actor nations on the high seas.
