SPECIAL DISPATCH FROM WASHINGTON.

WASHINGTON, Friday, May 3.

The hopes of the last week, erected upon the assumption that Maryland was becoming conservative, have been rudely dispelled here by the vote of the Senate of that State yesterday, ordering to a third reading its bill to provide for the public safety. This bill places the entire military power of the State in the hands of Gov. HICKS and five avowed and well-known Secessionists, and removes every restriction and safeguard interposed by past legislation to save the people from the consequences of a rash and irresponsible employment of the military forces. The Senate is the most conservative branch of the Legislature, and yet it passed this dangerous measure to a third reading by eighteen to eleven.

If it becomes a law, it is useless to close our eyes to the fact that while during the last week the most strenues efforts have been made to save Baltimore from destruction by creating the impression that the State is conservative, the Legislature has been engaged in perfecting arrangements which shall put the State practically and effectually into the hands of the Disunionists, whenever the hour comes.

These evidences have startled the Administration, I have reason to believe. It looks as though Maryland must of necessity be occupied by Federal forces.

That the rebel leaders will resort to the most desperate means to get control of Maryland there is every reason to believe. Her secession is the key to their designs against Washington.

JEFF. DAVIS tickles the ear of the South, and stimulates enlistments by holding out the idea of capturing Washington by a grand military movement. His followers believe in it religiously.
