A special messenger from the TIMES Office has just returned to this City from a tour of observation in the South. He left Norfolk on Monday night; was present at the burning of Gosport Navy-Yard; and visited the new defences erected by the Virginians below Norfolk and Portsmouth. He confirms the statements of our correspondent "York," that Gov. WISE was at Norfolk on Monday, and that as late as Tuesday neither DAVIS nor BEAUREGARD were in Richmond, nor had any formidable army been concentrated anywhere in Virginia.

He reached Baltimore yesterday morning and found the city unusually quiet. In company with a Major of the United States Army, who came from Old Point, he went to Barnum's Hotel in Baltimore, and made inquiries for the best route to New-York, but got nothing satisfactory. They were not followed, observed, nor in the least degree molested in Baltimore. They took a small steamer that runs down the Chesapeake and then up Chester River to Chestertown, in Kent County, on the eastern shore of Maryland. Thence by private conveyance 24 miles to Smyrna, on the Delaware railroad, 32 miles below Wilmington.

The eastern shore of Maryland appeared strongly Union. Chestertown, the home of Senator PEAROE, is intensely Union. They have the Stars and Stripes over the market-house, and swear it shall never come down except in blood. They are bitter against Baltimore, which, they say, has provoked rain on the State. Our informant thinks there is a large, respectable, and powerful Union element in Maryland, and that the presence of a military force in Maryland, adequate to their protection, would embolden them to crush out the intended movement of secession, and bring back the State to loyalty.
