The 14th Amendment is relevant as is the Interstate Commerce clause.

An ordered lockdown is only applicable to the residents of the State locked-down.
Residents of other states do not have to comply when in the locked-down State.

Interstate Commerce is violated when a business, operating in multiple States, is treated differently among those States simply by having operations within a certain State.
Any such orders must be approved by Congress.

I need to understand this better...I thought I had a rough understanding...but my understanding of the constitution is not at the level I want it to be.
