WASHINGTON, Friday, April 5.

MATTERS AT CHARLESTON.

A dispatch received in this city, from a responsible person in Charleston, states that Gen. BEAUREGARD, before sunrise this morning, left for Morris Island -- for what specific purpose, however, was only known to himself and, perhaps, Gov. PICKENS. The General is reported to have stated that Maj. ANDERSON had now but two alternatives -- to evacuate Fort Sumpter within forty-eight hours, or suffer a bombardment.

Lieut. TALBOT is expected here to-morrow night with dispatches from Major ANDERSON.

In conversation last night, CRAWFORD, one of the Commissioners from the Southern Confederacy, said he anticipated only peace, and declared that he spoke advisedly in saying that the Confederate States desired nothing else. But, if LINCOLN did not desire peace, they were prepared to accept whatever was in store for them. That they would open civil war rather than submit to coercive execution of any law of this Government, and should maintain their independence at all hazards. He claims that the Confederate States Government is growing daily in strength, and can afford to wait peaceably for the development of LINCOLN'S policy. To-day he again declared his conviction that there was nothing in the rumors of warlike movements by the Administration.

The Secretary of the Treasury has definitely concluded to issue Treasury notes, redeemable in two years, for the balance of the eight millions recently advertised. He will issue them after a few days' opportunity to enable all who desire to offer for them. No formal bids are to be asked, however. One offer has already been received for two millions at one-eighth per cent, premium.

And. Here. We. Go.

All natural lands of the South has been peacefully relinquished.
This island, however, was artificial - literally built by the U.S. Navy, which was unwilling to relinquish under threat. Had it been left alone, secession would have completed peacefully (others looking for a fight via other pretexts aside). Being positioned as it is, may have been abandoned in time. Alas, belligerence moved first, and 🇺🇸 is fiercely protective of its own soil. Such goes my working theory that the Civil War was, fundamentally, just the retention of a small island; everything else about CWI was opportunism.
