The U.S. Constitution provides that each state legislature will select a group of electors, to be sent to the Electoral College, said electors to be chosen in whatever manner each state finds appropriate.
That is what finalized the Florida presidential vote in 2000. That could have determined the outcome of the 2020 election IF the state legislatures had stood up AND SCOTUS had chosen to hear election challenges in those states under investigation.
